This is an excerpt from Sullivan County Department of Education, School Board Policy 3000, Effective 3/7/2011

Students Residing Outside Sullivan County and Sullivan County Students Requesting Transfer

Students residing in an adjacent school zone will be given priority over students residing in other school zones in Sullivan County when requesting a transfer to a school outside the zone in which they reside. If space remains available, out-of-county transfer students may be accepted. Students living outside of Sullivan County and Sullivan County students requesting transfer to a school outside the zone in which they live:

1. Must complete an Application to Attend an Out-of-Zone School and submit to the principal of the requested school by May 1.

2. The principal will determine if the request will be granted and will notify the Director or designee for approval prior to parent/guardian of acceptance or denial of the request by June 1.

3. If transfer is approved, transportation is the responsibility of the parent.

 

Students who are enrolled out-of-zone may continue to attend the out-of-zone school through the highest grade in the school, and may transition to the next school (middle or high school) if the secondary school has the physical capacity to accept out-of-zone students. High school students are expected to make normal progress toward graduation by earning at least six (6) credits each year to retain eligibility for an out-of-zone placement.

 

Regarding Annexation...

 

Our school zone was "frozen" to the existing Rock Springs school zone as of the 2005-2006 school year.  Areas currently being considered for annexation or being annexed by the city of Kingsport will still be part of our school zone and by policy of the Sullivan County Board of Education will still be allowed to attend Rock Springs Elementary even though they have been annexed into the city of Kingsport.

If you have just moved into the Rock Springs Elementary school zone with transferring students or are the parent of a Kindergartener entering school this year, you have the choice to attend Rock Springs Elementary or the city school system if you live in one of the areas annexed since 2006. Hopefully, this eliminates some of the confusion concerning areas being annexed. If you have further questions or would like to view the annexation map please visit the school office.
